The property conceived as a Teaching House or school was designed by the architect Francisco Mora Berenguer - later it was renovated by Carbonell Pañella - following the usual prototype in these spaces : on the ground floor the classrooms for the students were located, on the first floor other administrative and service units and on the upper floor the student bedrooms were installed. the students. In addition, this complex had a beautiful chapel dedicated to Santa Rosa de Lima where masses were celebrated, although unfortunately, it was greatly modified at the beginning of the 20th century.
The modern part of the building made by Carbonell was made in order to provide the City Hall with the necessary rooms inside to carry out its daily activity since the pre-existing space had become insufficient, in addition to granting it the monumentality in the exterior part that faces He went to the plaza, which he deserved. On the façade we can find an entire ornamental repertoire that alludes to the Cardinal Virtues and the municipal shield carved in bronze and supported by two marble female nudes that symbolize the Arts. and the Letters, the work of the famous sculptor Mariano Benlliure.

The Town Hall of the city of Valencia is composed of two buildings built at different historical moments. On one side is the House of Teaching built between the years 1758 and 1763 by order of the Archbishop Andrés Mayoral, and on the other the modern building built at the beginning of the 20th century where the Municipal Council Headquarters is located.
